# WhatsApp Business API pricing: what each message costs

> Meta charges the WhatsApp Business API per delivered template message. The price depends on the category (marketing, utility or authentication) and the recipient’s country: a marketing message costs US$0.0118 in India and US$0.0625 in Brazil on Meta’s rate card effective October 1, 2026, and providers may add their own fees on top.

## How Meta charges for WhatsApp messages

Since July 1, 2025, Meta has charged for the WhatsApp Business Platform per message, replacing the older model that priced 24-hour conversations [S1]. Three rules decide what you pay:

- **You pay only for delivered messages.** A message that never reaches the phone costs nothing, and Meta does not charge for messages customers send to you [S1].
- **The category sets the price.** Template messages are marketing, utility or authentication, and each has its own rate [S1].
- **The recipient’s country sets the rate card row.** Meta reads the country calling code of the recipient’s number. Thirty-nine markets have their own rates, and the rest fall into regional groups such as Rest of Latin America or Other [S1].

Your own location does not matter. A shop in Singapore that messages a customer with a +55 number pays Brazil’s rate.

> Meta changes rates only at the start of a quarter (January 1, April 1, July 1 or October 1) and gives at least one month’s notice for rate card updates [S1]. Every figure in this guide comes from the rate card effective October 1, 2026 and will change.

## The four message categories, and which one your campaign falls into

| Category | What it is for | E-commerce example |
| --- | --- | --- |
| Marketing | Promotions, offers, announcements and re-engagement | “The autumn edit is here: 15% off knitwear until Sunday” |
| Utility | Updates about something the customer already did | Order confirmation, shipping update |
| Authentication | One-time passcodes for sign-in or verification | A login code for the Ninefold app |
| Service | Free-form replies inside the 24-hour customer service window | Answering a sizing question the customer sent |

Marketing, utility and authentication messages are templates that Meta approves before you can send them. Service messages are not templates: you can send them only while a customer service window is open, which happens for 24 hours after the customer messages or calls you [S1].

Category is decided by content, not by the label you choose. Meta treats a template that mixes an order update with a promotion as marketing, and an abandoned cart reminder is a marketing message [S3]. If you add “here’s 10% off your next order” to a shipping update, you pay the marketing rate.

## Per-message rates for common e-commerce markets

These are Meta’s list rates in US dollars per delivered message, effective October 1, 2026 [S2]. Utility and authentication can get cheaper at higher monthly volumes; marketing has no volume tiers [S1].

| Recipient’s country | Marketing | Utility | Authentication |
| --- | --- | --- | --- |
| India | $0.0118 | $0.0014 | $0.0014 |
| Mexico | $0.0397 | $0.0085 | $0.0085 |
| Indonesia | $0.0411 | $0.0250 | $0.0250 |
| Brazil | $0.0625 | $0.0068 | $0.0068 |
| United Kingdom | $0.0635 | $0.0220 | $0.0220 |
| North America | $0.0250 | $0.0034 | $0.0034 |
| Germany | $0.1365 | $0.0550 | $0.0550 |

Two patterns matter for a shop. Marketing costs more than utility in every market on the card: in Brazil it costs about nine times the utility rate, and in India about eight times. And the spread between countries is wide: the same promotion costs more than ten times as much per message in Germany as in India.

Meta also bills in 16 currencies besides the USD view shown here, so your invoice may show local amounts [S1].

## Which WhatsApp messages are free

Free messaging narrowed on October 1, 2026, so older guides may overstate it. Under Meta’s current rules [S1]:

- **Messages customers send you** are never charged.
- **Service replies** are free up to 1,000 delivered per business phone number each month. From the 1,001st, Meta charges the service rate. Unused free messages do not roll over.
- **Utility templates inside an open customer service window** were free from July 2025 but are charged at the utility rate from October 1, 2026.
- **Messages after a Click to WhatsApp ad** are free for the length of the free entry point window, which can stay open for up to 7 days, across marketing, utility, authentication and service.

For a small shop, the practical reading is simple: answering customer questions is close to free, while every promotion you start costs the marketing rate for each recipient it reaches.

## What a WhatsApp marketing campaign costs: a worked example

Ninefold, a small apparel brand, wants to announce its autumn knitwear to 2,000 customers who opted in on WhatsApp. Using Meta’s marketing rates effective October 1, 2026 [S2], and assuming every message is delivered:

| Recipients in | Rate per message | Cost of 2,000 messages |
| --- | --- | --- |
| India | $0.0118 | $23.60 |
| Mexico | $0.0397 | $79.40 |
| Indonesia | $0.0411 | $82.20 |
| Brazil | $0.0625 | $125.00 |

Most lists span several countries. If Ninefold’s 2,000 recipients were 1,000 in Indonesia, 500 in Mexico and 500 in India, Meta’s fee would be $41.10 + $19.85 + $5.90 = **$66.85**. Undelivered messages drop out of the total.

Compare that with a shipping update to the same 2,000 customers in Brazil: at the utility rate of $0.0068, it costs $13.60. Keeping transactional messages free of promotions keeps them at that rate [S3].

> This is Meta’s fee only. Your provider’s fees come on top, as the next section explains. Check the current rate card before you budget, because rates change each quarter.

## What WhatsApp providers add on top of Meta fees

Most shops reach the WhatsApp Business API through a provider rather than building on Meta’s Cloud API directly. Providers price in a few common ways, and the total can differ more than the headline suggests:

- **A per-message fee on top of Meta’s rate.** Twilio, for example, charges $0.005 per message, inbound or outbound, and passes Meta’s template fee through to the customer [S4].
- **A monthly platform fee**, sometimes with a set number of messages or contacts included.
- **A marked-up message rate**, where the provider bills one combined price per message and Meta’s share is not shown separately.

When you compare providers, ask three questions: does the per-message price include Meta’s fee or come on top of it, who issues the invoice for Meta’s fees, and is there a charge for failed messages or extra features. A $0.005 fee looks small, but on India’s $0.0118 marketing rate it adds more than 40% to each message.

## How WhatsApp pricing works with Tellnod

Tellnod is an [MCP connector](https://tellnod.com/glossary#mcp-connector) for sending campaigns from Claude or ChatGPT. Email works today. WhatsApp is not available in Tellnod yet and takes early-access requests: [Get early access to WhatsApp](https://app.tellnod.com/early-access?channel=whatsapp&lang=en) and sign in with Google to request access. The pricing is already set:

- The WhatsApp add-on is $15 a month on top of your Tellnod plan. See [pricing](https://tellnod.com/pricing).
- Meta bills its per-message fees to you directly. Tellnod adds no markup per message.
- The [confirmation card](https://tellnod.com/glossary#approval-card) shows recipients by country with Meta’s rate for each before you confirm, and only you can press Confirm.

A request in the chat will look like this: “Send the autumn edit template to customers in Indonesia and Mexico who opted in on WhatsApp. Show me the cost first.” Tellnod sends only to numbers with their own WhatsApp opt-in record, because Meta requires a clear opt-in that names your business [S5].
